Sites stay on U&C for too long that new sites don't have a chance to show up. The voter sample size is too small to give an accurate rating. Sites are on Top Viewed for days on end because they've been on U&C for that long. Once you get on that list by a fluke of no downvotes, you won't ever slip off of it, because no one views any sites beyond those already on that list. But that's just my opinion.
I miss 2006. Sites were on up and coming for 4 hours then they dropped off. New fresh material was circulated frequently. 300 votes used to be just enough to keep sites on up and coming long enough for the majority to watch and enjoy it. Now the 350 vote limit is stagnating the front page. There just aren't enough voters anymore. The limit needs to be proportionate to the amount of voter activity.
The whole point of the Olympics is to put politics aside and remind us that we all live on the same planet. The only reason people try to involve politics is because it's easier to make a statement while everyone's watching. Should these injustices be ignored? Absolutely not, but the Olympic GAMES are not a political forum. It's about world culture, not world government. Will we eventually learn to solve all of our problems by holding cyborg fighting tournaments? We can only hope.
