That was just to make a mockery of the crude animation if it can be called that of Tiger Handhelds. The background is related to Shenmue II. There can only be one colour background on a Tiger Handheld.
The screen is basically just a load of LCD outlines that light up to give the illusion of movement. Ryo is executing some fighting move and Dou-Nui is flashing because he's being hit.
