Thats because your playing it on the Nintendo 64 instead of the Sega Saturn version RETARD it was a glitch put in there by the developers because they wanted you to play the dreamcast. also, to get past that glitch on the playstation version you would first need to morph Emerald weapon into the poison bahamut Zero materia so that the guy at North Corel will give Sonic a choas emerald when you steal a Mythril Bangle from a beach plug.
