No, actually then NYC became part of a nationwide trend in which crime decreased, which can be seen ina decrease in crime in cities nationwide. Regardless of this fact, crime began to decrease in 1992, after the implementation of police policies under Mayor Dinkins. The policies that Giuliani is famous for actually were implemented in 1992 by Police Commisioner Raymond W. Kelly, who was appointed by Mayor Dinkins until Mayor 9/11 replaced him with Bratton. It was Ray Kelly who implemented the Community
Policing program that led to the dramatic decrease in crime in NYC during the 90s. Giuliani and his police commissioners merely continued the policies of Dinkins and Ray Kelly, and since the decrease in crime became noticed by the media during the Giuliani administration so Mayor 9/11 was the one to receive credit for it. Kelly's experience as PC under Mayor Dinkins and his contribution to decreasing crime in NYC is most likely the reason Bloomberg appointed him as his PC in 2002.
