There should be a way to have a clear-cut 'alternate account' setup that automatically disables voting. therefore, anytime you find an alternate account that has voted, it must have been created under false pretenses and it could be banned

Let's have a discussion about voting. That's what this site is obviously about - voting. The rating affects the quality of the site and is actually a comment on how it affects your life. It affected my life 5 stars. You may not be able to decipher that, and you may think that it is entirely irrelevant and meaningless, but that's just, like, your opinion, man.
